"There are still many who are temporarily off. The temporary period is long and if you want to open it, you have to have working capital,” Rai said on Tuesday. To re-operate a villa or hotel, entrepreneurs need a minimum of IDR 50 million for renovation costs to preparing to receive guests. "It's been 1.5 years the villa has not been occupied, many have been damaged. For example pool (swimming pool), the water must be replaced. Then the air conditioner must be serviced, at least one IDR 50 million villa will definitely run out. If you have 25 villas, imagine that IDR 2.5 billion could be used up," Rai said.

“PPKM Level 3 Rules For Christmas and New Year Confirmed” from Indonesia Expat: The provisions for PPKM level 3 are regulated in the instruction of the Home Affairs Minister number 62 of 2021 concerning prevention and control of COVID-19 during Christmas 2021 and New Year 2022. If people need to travel outside their home region for a “primary reason” they must use the PeduliLindungi app. They will need to take a PCR or rapid test when leaving and returning to their home area, depending on their chosen mode of transport and the rules in place at the time. A traveller who tests positive for COVID-19 must carry out self-quarantine or quarantine in a government-sanctioned place to prevent transmission. Christmas worship activities and celebrations should be simple and not excessive and cannot exceed 50% of capacity. Annual parades and processions for New Year are prohibited. Everyone must use the PeduliLindungi app to visit shopping centres. Cinemas can be open with a maximum capacity of 50%.
