The Big News
"All Beaches in Badung Will Open, Night Entertainment Not Yet" from The Bali Tribune (Indonesian): "After Melasti Beach, in Ungasan Village which has been opened since a few days ago, a number of the main beaches in Badung are preparing to be reopened," said Head of the Badung Tourism Office, I Made Badra. He said the easing of beach access in Badung was in accordance with the direction of the Regent of Giri Prasta. He said, attractions are given leeway to be opened but with a note they must still pay attention and implement health protocols... Restrictions are easing, Badra said, because the beach is open space and is very wide so that the risk of Covid-19 virus transmission is smaller than the activities or attractions in a closed room including nightlife. "If night entertainment is different, for that (night entertainment) is very risky, not yet allowed to operate," he said.
"Local Transmission Still High, Klungkung Extends State of Emergency to Next Month" from The Bali Tribune (Indonesian): The Regency's Disaster Emergency Response Period has been extended from 1 July to 31 July. The determination of this status is based on a number of facts, namely as of June 26, 2020 there have been 143 positive cases of Covid-19 in Klungkung. Of that amount, 87% are cases of local transmission... Meanwhile, on Monday, swab tests were also conducted on 212 residents in Klungkung. This swab is based on the results of tracing residents who are in close contact with positive patients in the Covid-19 Galiran Market cluster.
"Mass Gatherings Adhering to New Normal Protocols Are Now Permitted" from Bali Plus: National Police Chief Gen. Idham Azis revoked the notice which banned mass gathering activities. However, activities that involve many people must still carry out health protocols... National Police Chief Inspector General Inspector Argo Yuwono said that the revocation of the notice was intended to support government policy in the implementation of the New Normal. The annulment of the mass gathering notice can be interpreted as social community activities where crowds form can be held. However, the activity will still be monitored in order to implement proper health protocols. “Yes, keep your distance, wear a mask and wash your hands,” he explained.

"Bali Governor: Increased Positive Cases of Covid-19 Due to 'Tracing'" from Antara (Indonesian): "I order the Provincial and District-City Task Forces to actively carry out 'tracing' to markets that have become epicenter (spread of COVID-19), including to areas where there are more than five cases for mass rapid tests ," Koster said... Including the case in a number of markets in the city of Denpasar, said Koster also to the process of swab testing. "In Denpasar, of the 117 that were swabbed, everything has come out, 30 if I'm not mistaken positive. Then there are still 'tracing' the remaining six villages in Denpasar that are also being tested rapidly," he said. In addition, Koster added, the high number of positive cases of COVID-19 in the local area was mainly due to cases of local transmission originating from people without symptoms (OTG).
"To Prevent Covid-19 Clusters in Markets, Firm Sanctions for Errant Traders" from Radar Bali (Indonesian): Based on routine inspection conducted by market officers, dozens of traders did not carry proof of rapid test results, especially traders from other districts in Bali. For traders who do not bring the results of rapid tests have been given guidance and socialization. In the future, if it continues to be stubborn, it will be given strict sanctions... "Traders so that we don't take the virus, we have taken some policies, first of course we will do even more stringent health protocols," said I Komang Agus Adinata, Head of the Jembrana Cooperative, Small and Medium Enterprises, Industry and Trade Office. As for the rapid test of traders in the market, depending on the development of the case. If there are positive traders, it is necessary to do a rapid test on the trader.
"Ahead of New Normal, Tourism Companies in Bali Will Be Certified" from The Bali Tribune (Indonesian): Tourism companies that will be certified include hotels, restaurants, tourist destinations (DTW), transportation to travel agents. The technical implementation of this certification uses self assessment , i.e. each tourism businessman prepares himself what is prepared in the application of health protocols. After that the entrepreneurs will report to the government that the company has prepared a health protocol. Later the team will carry out field checks to ensure the implementation of the health protocol.
"Concert Disbanded, Band Leader Argues with Officers" from Bali Express (Indonesian): Superman is Dead (SID) band leader, I Gede Ari Astina, aka Jerinx, again caused controversy. On Saturday night he held a live music concert at the Kuta Rock Cit bar. Inevitably, the event was visited by a joint team of the Kuta Police Sector, the Civil Service Police Unit and the Kuta Traditional Village, as the event had attracted more than 50 people. However, in an Instagram post, the SID frontman claimed that officers specifically targeted the event... In a video circulating on social media, Jerinx had an argument with the police regarding the event that was held in the middle of a pandemic. Jerinx insisted that the event he held was not dangerous and the Covid-19 virus, according to Jerinx, is a conspiracy.

The View from Outside
"Bali Hotels Go on Sale for Cheap with Virus Hammering Tourism" from Bloomberg: With no tourists and no income courtesy of the coronavirus pandemic, struggling hotel owners on the Indonesian resort island of Bali have been forced to put their properties up for sale. Given the dire state of the market, some may have to stomach a loss. For investors with a long view, it’s a chance to grab a slice of paradise on the cheap... The 5,780-square-kilometer island has more than 4,300 hotels, according to government figures. Intense competition at the budget end of the market had many hotel owners strained even before the virus hit. “Those with little cash flow to cover the lockdown period and unable to restructure or delay debt payments will likely come under pressure very quickly,” said Govinda Singh, head of hotels and leisure for valuation and advisory services in Asia at Colliers.
Non-Covid News of Note
"13-year-old Girl in South Denpasar Allegedly Raped by Cousin and Uncle" from Coconuts: The case came to light after the victim, identified as Mawar by local media outlets, went in for an examination at a local Puskesmas (community clinic). The clinic staff reportedly grew concerned after seeing her behavior, and later coordinated with the Integrated Center for Women and Children Empowerment office (P2TP2A) in Denpasar city... “We recently communicated with her and it’s true that she was raped by her cousin and became pregnant. But then after the child was born, she was raped by her own in-law,” Gusti Ayu Agung Yuli Marhaeningsih, a legal counsel at the center, said.

The government has cancelled its visa-on-arrival process and rolled out enhanced entry requirements for people traveling to Indonesia; they have also granted automatic extensions to most foreigners who are still in the country on temporary stay visas. You can see a (translated) list of all of the relevant regulations on the Directorate General of Immigration & Ministry of Law and Human Rights' website here. You can see their confirmation of this policy on June 11 here, and see a cringe-inducing PSA here.
Local travel website Traveloka has a helpful page with a summary of what’s needed to travel to and within the country. You can also order a rapid test or swab (PCR) test via their platform: Link
The British Embassy in Jakarta has recently posted a great summary of the Indonesian government's travel restrictions on their Facebook page. You can read it here.
The EU has launched a website to help travelers stay informed about how member states will be accelerating the reopening of their borders. Through the “EU Re-open” website, travelers can enter the name of the country they wish to visit and find out the rules that will apply after each place's coronavirus lockdown. Information on the EU Re-open website and app will continue to be updated in line with the developments of the coronavirus pandemic.
If you are trying to plan travel anywhere, here are some of the best up-to-date resources that can help you:
IATA Travel Center Update - The International Air Transport Association is the global lobbying body for the aviation industry. Their Travel Information Manual Automatic (Timatic) database feeds into airlines' reservation systems, so it is the most reliable list of flight restrictions around.
Revolver Maps' Travel Restrictions Database - This list pulls directly from IATA's Timatic database and arranges the countries in lists that are easier to navigate and creates share-able links for every country. NOTE: This is a third-party service and they warn that the updates to their system can be delayed by several hours for certain countries.
Al Jazeera Travel Restriction & Border Shutdown Tracker - A companion list that includes less technical summaries of each country's travel restrictions, beyond just flights and airport access.
